do floppy drives need a switching p/s?

Why not? IIRC there's enough power to supply both rails. A reasnable 
step-down switching regulator circuit would have enough efficiency to 
supply 5V at 1A and only draw, say, 1/4A from the 24V supply. You can't 
use a linear regulator, though.
