TTL RGB ==> PC

I vaguely recall from my Apple ][ days, that at least the early 
(pre-Europlus?) machines were NTSC only. To use them in Europe we had to fit 
an Apple NTSC->PAL converter card into one of the expansion slots.

It wasn't a perfect conversion, but was "good enough".

I'm wondering whether the circuit could be modified to convert PAL->NTSC for 
this application. I remember seeing the circuit diagram in one of the 
machines' user manuals, so it's probably online somewhere.
