Just curious--suppose a scrapper processes (renders) the sensitive 
stuff and the gummint asks for it back.  What's the procedure then?  
Just a signed affadavit saying that the stuff is no more?

If that is the case, who's going to check up on a collector who says 
that he scrapped the proscribed goodies?

Not suborning perjury, just asking...
