So now you're adding a constraint on the pixel size?  That seems rather 
arbitrary to me.
It's unclear whether that would rule out Apple II low-resolution 
graphics; I'd say that
clearly graphics, but the argument could be made that it consists of a 
"block graphics
character set" in which each character is displayed as two colored blocks.
