I can't say I recognise the specific device shown, but sometimes delay lines
were packaged like that.
(Guess: [Digital|Discrete] Delay Unit - 4 uS ?).
(Pulse transformers also were put in such packages in the mid-late 70's, but
they are generally associated with core memory drivers.)
