The issue of VGA to composite output doesn't exist. The television has one IC 
(AN5151) which does all the IF demodulating and so on. It has a horizontal 
sync output, which goes off to the flyback transformer and horizontal 
deflection coils, and a built in vertical deflection amplifier. I could 
replace the IC with a stand alone vertical generator (TDA1170) to take the 
vertical sync and connect the horizontal sync source to the original 
horizontal sync output.

In fact if I wanted to have a composite sync input I would have to use a 
decoder.
