I know they're a bit bigger than an iPad, but used POS/industrial
systems regularly show up on the surplus PC sites. My company recently
bought several P4-based units that have a 17" touchscreen monitor, 512MB
or 1GB memory, 200GB-ish hard drives, and standard-form-factor mini-ITX
boards for less than $100/each. Wired ethernet, 802.11G, and
kbd/mouse/USB/external display connections. The whole unit is about
18" x 13" x 3.5".

I tried to order one to use in my shop for reading manuals,
displaying design drawings and measurements, googling problems, and
listening to iTunes, but the site had already sold out.
