Not necessarily.  It may be possible that filtering 
software/hardware statistically let a few accesses get 
through. This may be intentional or just due to overloaded 
nodes.  But, YES, it IS very interesting, as so MANY others 
who could not access the page were finding 
they got stopped at cogentco.
