Yes, that is a sintered bronze bushing, made by compressing 
powdered bronze in a press.
The pores allow oil to flow from the cotton packing around 
it to the bushing/journal interface.
If you open one of these up, make sure to oil the cotton 
packing to supply oil gradually to the bearing.
