VAX 3500 Problems

Spent some time this past week trying to get a VAXStation 3500 he  
just got to boot. It immediately comes up with:

?64 2 08 FF 00 0000

Then dumps registers, goes through normal tests and declares that  
normal operation is not possible. From what I've been able to find so  
far is that test 64 is failing, but not what test 64 is...

Does anyone know what the tests are, the meaning of the register dump  
and how to proceed?
