I beleive (at least in the UK), what matters is the date the machine 
(etc) was first sold in the EU. In other words you can sell second-hand 
stuff that contains leaded solder.

I am not sure if it's illegal, though, for me to buy an old machine from 
somebody in the States and have it sent to me.
