The joy of operating systems with enforced filename extensions.  :-P

That will be the key - to get whatever tool you use to write 512-byte
blocks, not 2048-byte blocks.

As I am not a regular Windows user, I can't suggest any Windows tools,
but you have, I think, identified the crux of your requirements -
user-specifiable block size.
