To my knowledge, there was never any built-in CLI for Mac OS prior to
Mac OS X.

I suspect you're talking about either MacsBug, Apple's system debugger
for Classic Mac OS, or MicroBug, an extremely minimal debugger present
in the ROMs of all Classic Macs since the Mac Plus.
