Carbon PPC binaries will run under Rosetta (and OS 9). Non-Carbonized ones
will not.

Your other option is Sheepshaver and/or Basilisk II, which are emulators
for PPC and 68K respectively. Sheepshaver can host up to OS 9.0.4.
