Amiga 4000 Kickstart 3.1 = Dead keyboard??

Following up: It turns out that this is a hardware incompatibility
between the Omnikey and A3000/A4000 Amigas. When first started, the
keyboard is dead but if you leave it be for a minute or two it spits out a
few lines of garbage and resurrects itself!
I found one cryptic reference to a small assembly-language utility called
TICK_NORTHGATE that remedies the issue, but cannot find it in any of the
usual places.
In the meantime, I'll just try to have patience. The keyboard must have
been (mis)behaving in this manner since day one on the A4000 and I simply
never noticed it.
