I just downloaded it with no problem
And this is what you do....
1. Register for the site.
2. Select the document and click download
3. Select the pdf option
4. Sit and wait.. (Watch the network activity not your screen)
5. It gets downloaded into your pdf reader (acrobat)
6. Save the pdf document as normal
7. And there you have it!

Also a most useless site. Despite all claims of down loadable document
it plain doesnt do it. Sites like this have a habit of disappearing and
