It looks to me that someone needed a grant and decided that preserving the Hawking floppy

techniques developed and used in industry or non-academic institutions.

I doubt that they have even sought out existing disk format conversions services and
experts.
So, they would be looking for academic (peer reviewed?) papers about
things such as how to bake disks, rather than looking for old posts by Chuck.
