remember the people who run businesses are generally
non-technical,
don't like managing technical staff, which makes a Microsoft "solution"
which would include desktop windows attractive.
Yes, it is the modern version of
the old "nobody ever got fired for
buying <X>", where <X> was first IBM, then DEC, then Cisco.
