Try as I might, I can find no restriction on mailing user-written media. Blank media, no.
But I believe user-written is okay as it’s “prerecorded”.

If the seller has a few “worthless” diskettes
laying around, he can
include one in each case and now the package qualifies under media mail
rates. I won’t speak to the ethics of it, but it is technically
allowed per USPS’ rules.
According to USPS, that is not acceptable for blank, nor even user-written
diskettes.
However, AOL disks would be acceptable!
