you are almost certainly correct. But why is that such a big deal? 
Its not a big deal to me personally, but its important to keep in mind
when people make the claim that *most* open source code is high
quality.

As much as I'm a believer in open source, I do have to agree that there
is a lot of crappy open source code as well. Exhibit A: pretty much anything
written in PHP. As well as PHP itself. Not that I haven't seen worse things
 from commercial "scripting languages", mind
you ;-) 
On the other hand, there is also a _lot_ of very high quality code, especially
in the less shiny infrastructure area. I'd take PostgreSQL over Orrible any
day, just for starters.
