I don't think so.  AFAIK, Microsoft never had anything to do with PL/M.
Certainly they had nothing to do with the creation of either ISIS or CP/M.

ISIS-II was later.  It is not clear that the original ISIS was later.
ISIS ran on the MDS-800, and probably on the 8080-equipped Intellec 8/80
before that.
