 Because DEC plugs are different from RJ11:
 RJ 11= 4 pin; DEC=6
 They share the same insertion size, but the DEC have "unplug key" not in the
 center
 as other RJ's

There is also a 6-conductor plug in the same form factor as RJ-11 and
RJ-14 but I don't know it's designation.  I see this used sometimes for
keyboard connectors on old terminals.
