DOS-11 type packs can be read by RT-11 FLX, but that won't help
with RL01's/RL02's.

 init a pack that may contain something. Is there a better way to look? 
DUMP/TERM DL1: and DUMP/TERM/RAD50 DL1: will put the raw blocks
on your screen, and with some experience you can recognize the different
filesystems that way.
There are DECUS tools that run under RT-11 and help you read (and
sometimes write) RSX and RSTS packs.
