Well, maybe. If it is a steady ~20 KHz on the transformer, the startup circuit is
OK. If it is an intermittent pulsing a few times a second, then the startup is
"trying" but the converter is failing to power itself. (Or the crowbar is
killing
it.)
This is what I see on the output of the transformer on the anodes of the rectifying diodes
to the GND output
